A bill sponsored by State Senator Cathy Young that will open more opportunities for broadband expansion in rural areas was recently signed into law by Governor Andrew Cuomo. Young, who chairs the Legislative Commission on Rural Resources, says the measure improves the process that certain broadband providers, called Incumbent Local Exchange Carriers, go through to access federal loans designated for broadband expansion.
