In the wake of Sheldon Silver's decision to step aside as Assembly Speaker, Minority Republicans are proposing a package of bills to make the chamber more "open and transparent." Andrew Goodell: making the process more open and transparent
Goodell says one of the key measures would put term limits on the number of times an Assembly member can be speaker. It would also allow items that come out of committees to go to the floor of the Assembly for an up or down vote. Currently, the speaker has to approve what legislation goes before the panel.
