Governor Andrew Cuomo is calling on the New York State legislature to pass a bill that would raise the state's age of criminal responsibility from 16 to 18. Making an appearance at a downstate correctional facility on Thursday, Andrew Cuomo introduced the bill known as Raise the Age, which would require 16- and 17-year-olds to be processed as juveniles for all crimes, except crimes of serious violence. New York is one of only two states in the country that automatically prosecute 16- and 17-year-olds as adults.
