Jamestown Mayor Sam Teresi has released a $35.1 million spending plan for the south county city. The tentative 2016 budget includes a 5.6% tax increase. It would also bring the city within $1,800 of its constitutional taxing limit. Teresi says three areas -- health insurance, state pension costs and employee salaries -- have brought the city to a "day of reckoning." He's looking for any input from Jamestown city lawmakers to reduce a projected $843,000 spending hike.
