Hurricane Maria has restrengthened to a major hurricane after hitting Puerto Rico, leaving the island without power. The storm returned to major hurricane status after moving back over open water. The Hispanic community in Chautauqua County has been trying to reach family members on the island. Dunkirk Mayor Wilfred Rosas, whose mother lives there, is facing a similar challenge...
