A Jamestown man will appear in court after he allegedly drove someone's vehicle without their permission. Ellicott Town Police responded to a complaint alleging that 22-year-old Constance Mitchell operated the victim's vehicle. He was charged last Tuesday with 3rd-degree unauthorized use of a motor vehicle and was issued an appearance ticket for Ellicott Town Court.
