A Dunkirk man is facing charges after he allegedly confronted and harassed a girl as she came out of a bathroom stall at a business in the Town of Ellicott on Tuesday. Ellicott Town Police were called to a suspicious person report at the unnamed business at about 12:15 PM and arrested 29-year-old Dylan Howard after an investigation. Howard was charged with 2nd-degree harassment and endangering the welfare of a child, and he was taken to the Chautauqua County Jail for centralized arraignment. Officers say Howard would receive an appearance ticket for Ellicott Town Court.
