A Level 2 sex offender from Randolph faces a felony charge after he allegedly failed to notify the New York State Sex Offender Registry of an e-mail address he is using. The Cattaraugus County Sheriff's Office says an investigation by its Criminal Investigations Bureau resulted in the arrest of 22-year-old Jayden Shugars on Tuesday. Shugars, who is currently incarcerated at the Sheriff's Office, was charged with failure to register with the New York State Sex Offender Registry and was issued an appearance ticket for Little Valley Town Court.
