Jamestown Police arrested a city woman after investigating a report of a one-year-old child wandering alone in the middle of Washington Street on Saturday. Officers responded to the scene shortly before 3:30 PM and determined that the child's babysitter, 24-year-old Haily Welch, had allegedly left the child unattended for nearly 45 minutes. As Welch was being taken into custody, she allegedly resisted arrest, resulting in a brief struggle before being taken to the Jamestown City Jail. She was charged with endangering the welfare of a child and resisting arrest, and she was issued an appearance ticket for Jamestown City Court.
