Two Jamestown residents are facing animal cruelty charges after they were allegedly seen beating a small puppy in the city Saturday afternoon. Jamestown Police were called to a location on Winsor Street shortly after 3:15 PM. Following an investigation, 36-year-old Arthur Hubbard and 22-year-old Cheyenne Alcorn were transported to the Jamestown City Jail and charged with cruelty to animals under New York Ag & Markets Law. Officers say Hubbard is being held pending arraignment due to prior instances of failure to appear in court, while Alcorn was issued an appearance ticket.
