A Westfield woman has been charged after a two-year-old child was found walking in the middle of Route 394 in the Town of Chautauqua on Monday. Chautauqua County Sheriff's deputies say an investigation found that 32-year-old Julie Kelsey did not provide appropriate supervision of the toddler. She was charged with endangering the welfare of a child and was issued an appearance ticket for Chautauqua Town Court.
