A Brocton man was charged with 2nd-degree harassment after he allegedly punched someone in the face at a location in the Town of Portland Friday afternoon. Chautauqua County Sheriff's deputies say the incident on Ellicott Road was reported at about 5:00 PM. 58-year-old Barry Wells was issued an appearance ticket for Portland Town Court. Deputies were assisted by State Police.
