Governor Cuomo on Tuesday signed legislation that enters New York into the National Popular Vote agreement. States entered in the agreement award their electoral votes to the presidential candidate who receives the majority of the popular vote. Cuomo says it would be more fair, ensuring candidates to appeal to voters in all states rather than focusing on early contests and swing states. New York joins nine states and the District of Columbia in the agreement.
