Governor Andrew Cuomo released his proposed state budget last night and its aimed at strengthening the middle class. The $152 billion spending plan includes a middle class tax cut and it would provide tuition free college for middle class families at SUNY and CUNY. It would also invest $2 billion over five years for the Clean Water Infrastructure Act. The governor says the budget holds spending growth below two percent for the seventh consecutive year.
