Jeff was born in Buffalo on November 21, 1971. He graduated from Gowanda Central School with the Class of 1990. Jeff was employed with the Cattaraugus County Department of Public Works based out of Randolph as an equipment operator. Jeff was always willing to lend a hand; he had an "all in" work ethic, he was level-headed and would help anyone in need. He was also a quick wit that showed a softer and laughable side to him. Jeff was respected and was loved by all who were fortunate to have known him. He was a constant to many friends he considered "brothers" and gave the same commitment to family. Jeff enjoyed fishing, spending time with family and friends, along with Tim Hortons Coffee and Mr. Pizza Pizza.
He married the former Susan (Kneitinger) Davis on August 21, 1999 in Olean.
Survivors include his wife, Susan Davis; daughter, Brianna S. Davis of Gowanda; his parents, Edwin and Carol (Carrig) Russell of Collins; a sister, Melissa (Robert) Considine; a brother, Christopher Russell; along with nieces, nephews, and many cousins.
