A group representing businesses across the state is reviewing the draft legislation. The Business Council of New York says employers will have to carefully consider the shift of tax liability and administrative costs when evaluating the proposed payroll tax. The group's President and CEO Heather Briccetti says the creation of a charitable contribution mechanism is more "palatable" to the state's business community. Briccetti says the group is "very pleased" to see the state decouple from federal personal income tax provisions in areas where inaction would lead to further tax increases on New Yorkers.
